UN chief says time running out for peace deal

(AP) ? U.N. chief Ban Ki-moon warned Thursday that time is running out for a Mideast peace deal and urged Israel to make goodwill gestures, including easing its blockade of Gaza, to help lure the Palestinians back to negotiations.

Ban attended a security conference in Israel just hours after visiting Gaza, where dozens of Palestinians pelted his armored convoy with shoes and sticks, accusing him of being unfairly biased toward Israel.

Ban met with Israeli Prime Minister Benjamin Netanyahu and Palestinian President Mahmoud Abbas this week to try to salvage low-level talks on borders and security arrangements between Israel and a future Palestinian state.

Israel says it's ready to continue, but Abbas has said Israel's proposals were not enough to warrant a further round of meetings. Abbas insists formal negotiations can only resume once Israel freezes settlement building on occupied lands. Netanyahu rejects the idea of a freeze, saying all issues should discussed in negotiations.

In a speech to Israel's political and security elite late Thursday, Ban warned that Israel must make a return to serious negotiations a top priority. "Time is running out," he said, adding that Israel will face even more difficult challenges if the current opportunity is not seized.

The Palestinians have complained that Israel wasted time in the low-level talks last month and failed to submit detailed proposals on borders and security, as requested by the Quartet of Mideast mediators, including the UN. In the last meeting of that round, Israel presented general principles for drawing a border.

Ban has urged Israel to submit detailed proposals promptly. The U.N. chief also reiterated that the U.N. considers Israeli settlements illegal under international law. Some 500,000 Israelis live in the West Bank and east Jerusalem, territories Israel captured in the 1967 Mideast war, along with Gaza.

Ban said both sides should make goodwill gestures, asking Israel to open Gaza for construction materials. He appealed to Hamas to stop attacks on Israel from Gaza.

Ban's visit to Gaza was meant to draw attention to humanitarian issues in the crowded seaside strip.

As he crossed into Gaza, about 40 relatives of Palestinian prisoners held in Israeli jails hoisted posters with pictures of their loved ones and signs in English and Arabic reading, "Ban Ki-moon, enough bias to Israel."

Some swung their signs and wooden sticks at the armored convoy. Three people threw slippers at his car and another hurled a boot ? an insulting gesture in Arab culture.

The prisoners' relatives, angry that Ban would not be meeting with them, formed a human chain at the crossing in an effort to block his vehicle, but Hamas security forces moved them away so Ban could enter.

Israel holds about 7,000 Palestinian prisoners, after recently freeing more than 1,000 in exchange for a captive Israeli soldier. Some of those still in prison were sentenced for attacks that killed dozens of Israelis.

Ban did not meet with Hamas, which is considered a terrorist group by Israel and the West and whose government is not internationally recognized. Instead, he met with U.N. relief officials, aid groups and human rights organizations.

Speaking to reporters at a U.N. housing project, Ban thanked the people of Gaza for their "warm welcome" and tried to play down the border incident.

"There is a very dire social, economic and humanitarian problem. People need to move freely," he said. "I have urged the Israeli authorities to lift the restrictions completely and unconditionally."

Ban called on Hamas to end attacks on Israel.

A barrage of mortar shells fell in southern Israel late Wednesday, ahead of Ban's arrival. The shells exploded in open fields without causing casualties.

"All this violence must stop," he said in Gaza. "I would urge the Palestinians from Gaza: they must stop firing rockets on the Israeli side ... this killing of civilians is not acceptable."

From Gaza, the U.N. chief re-entered Israel to visit the border town of Sderot, which has repeatedly been pounded over the years by Palestinian rocket and mortar fire.

"Nothing justifies shooting of rockets and mortars into Israel. It is completely unacceptable to target and terrorize citizens on a daily basis," he said in Sderot.

Obama pushes for veterans jobs programs (AP)

WASHINGTON ? In an effort to cut the unemployment rate among veterans, President Barack Obama is calling for a new conservation program that would put veterans to work rebuilding trails, roads and levees on public lands.

The president also will seek more grant money for programs that allow local communities to hire more police officers and firefighters.

"Let's get more cops on the beat, let's get more rangers in the parks, let's get more firefighters on call, and in the process, we're going to put more veterans back to work," Obama said Friday at a fire station in Arlington, Va., that was one of the first to respond to the attack on the Pentagon on Sept. 11, 2001.

"They've already risked their lives defending America. They should have the opportunity to rebuild America," he said.

The efforts, which Obama first announced in his State of the Union address last week, are particularly geared to those veterans who served after the 9/11 terrorist attacks, a group experiencing an unemployment rate of 9.1 percent, according to the government's jobs report for January.

Interior Secretary Ken Salazar said the Civilian Conservation Corps that operated during the 1930s could be viewed as a model for what the administration will try to accomplish through its "Veterans Jobs Corps." He said that the administration will propose spending $1 billion over five years that would be used to put an estimated 20,000 veterans to work restoring habitat and eradicating invasive species, among other activities.

"When one looks back at the legacy of the Civilian Conservation Corps, we take great comfort that those who take on these kinds of activities will leave a lasting legacy for the United States," Salazar said.

The backdrop of presidential politics is also playing a role in the Obama administration's new efforts. Several states that will be heavily contested in November have a significant military presence. Veterans will be evaluating specific ways the next White House administration intends to help them.

Communities that hire veterans to work as police and firefighters will be given preference in the grants competition. Obama will also seek to increase spending for the grants programs. He is proposing an additional $4 billion for the Community Oriented Policing Services program, or COPS. He will propose an additional $1 billion for the firefighter grants.

The administration will also propose a training program designed to help veterans wanting to start their own small businesses.

With GOP lawmakers stressing the need to cut government spending, it remains to be seen how far the proposals will go in a deeply divided Congress. Many conservatives have in the past voted to cut spending for the COPS program, while Obama is calling for a major expansion.

Obama said the end of the war in Iraq could help finance the work programs.

"Congress should take the money that we're no longer spending on war, use half of it to pay down our debt, and use the rest to do some nation-building here at home," he said.

Rep. Jeff Miller, the Republican chairman of the House Committee on Veterans' Affairs, voiced skepticism. He said he wanted the administration to work with Congress on getting businesses to hire more.

"Short-term spending and temporary programs have failed and are not the solution," Miller said.

Congress also has been focusing on the problem of unemployment among veterans. A House subcommittee on Thursday examined the unemployment rate for those who serve in the National Guard or Reserves. Witnesses estimated that about 1 out of every 5 returning guardsmen is unemployed.

Theodore Daywalt, CEO and president of a jobs board called VetJobs, told lawmakers that veterans who totally separate from the military are for the most part finding work, even in today's economic environment.

"But if a veteran remains active in the National Guard, they are having a difficult time finding meaningful employment due to the constant call-ups and deployment schedules," Daywalt said in his written testimony.

Daywalt said some employers have become wary of hiring someone who is called up for as many as 24 months at a time. And the difficulty in finding work has led some guardsmen to volunteer for second or third deployments. He also predicted that the unemployment problem for guardsmen and reservists could get worse as the military downsizes because it will result in more competition when openings do occur.

About 160,000 troops leave active duty annually, and some 95,000 members of the National Guard and Reserves join them. The Labor Department already operates some jobs programs to help troops with the transition to civilian life. For example, there are employee workshops that help vets with advice on job searches and labor market conditions. The department also provides grants to states that in turn hire workers to conduct job training workshops and reach out to employers on behalf of vets.

A new study recently published in the Journal of Integrated Pest Management (JIPM) shows that from 2003 to 2008, the use of insecticide active ingredients was reduced by about 90% in University of Florida housing buildings after an Integrated Pest Management (IPM) program was implemented.

IPM is a systematic approach to managing pests based on long-term prevention or suppression by a variety of methods that are cost effective and minimize risks to human health and the environment. The goal of urban IPM is to manage pests primarily by prevention and elimination of their access to food, water and harborages, along with changing human behavior. Low-risk insecticides are used only when necessary.

In their article "Advancement of Integrated Pest Management in University Housing," the JIPM authors found that the IPM program helped to virtually eliminate the use of hydramethylnon, borate, desiccants, organophosphates, fipronil, and pyrethroids, and they conclude that further IPM advancements can be made by increasing resident education, technician training, and the level of pest preventative inspection and maintenance.

Casio G'zOne Commando update brings bug fixes and push-to-talk

Casio and Verizon are continuing to roll out software updates for the G'zOne Commando, following the rugged phone's Android 2.3 Gingerbread update late last year. The latest software for the Commando brings it up to version C771M100, and adds free push-to-talk capability, along with the usual sprinkling of bug fixes. The new software is also apparently built on a newer build of Gingerbread than the last version, and includes the "latest Google security patch."

G'zOne Commando owners can find a full list of changes over at the source link, along with update instructions. The update is marked as "coming soon", so we'd expect to see it rolling out over-the-air in the weeks ahead. If you've received your update already, be sure to shout out in the comments.

US negotiating for exhibition against Scotland

CHICAGO - The U.S. men's soccer team is negotiating to play Scotland in an exhibition game May 26 or 27.

The Americans, preparing for the start of World Cup qualifying, also are negotiating to play Brazil on May 30 or 31, at Landover, Md., or Foxborough, Mass.

U.S. Soccer Federation spokesman Neil Buethe said Monday that they've been in discussions with a "number of federations about a game in late May, including Scotland. Nothing is finalized, and we'll continue to have those discussions."

The game against Scotland, the first for the U.S. since 2005, would be in the eastern or central part of the United States. The Americans open qualifying for the 2014 World Cup on June 8 at home against Antigua and Barbuda.
