Baker's corner...somewhere in my kitchen: Summer Style Pasta e ...

Spring, summer, they both seem to be so far, unreachable... after all this rain, I'm thinking summer this year might have gone on a looooooooong vacation, somewhere else. No, no, no, I'm not complaining... at least not too much, because then it might hit again like last year and that wouldn't be nice either.
Summer is not only the hot weather, summer for me is, first of all, variety of colourful food on the table. Salads, light pasta dishes, quick and easy meat or fish dishes. And always, lots of veggies.
Therefore, a classical dish from Italian cousine, Pasta e fagioli, must lighten up as well. Otherwise, just thinking of a heavy soup would put you off. Instead, this version (vegetarian) is perfect for summer as well.
I particularly like preparing it during late spring and throughout summer when fresh borlotti beans are available. They are more tender, and need less time to be cooked, don't need to be soaked overnight. And also because I can't resist the beautiful colour of their pods. And the beans as well, although they loose their colour when cooked.
So forget about pancetta, but enjoy every spoonful of this delicious soup.
You could also cut one step, that is to say, add the tomatoes directly to the pot with the beans and vegetables, but trust me, roasted tomatoes add much more flavour, so I never skip that part.
To be honest, I prepare Pasta e fagioli this way all year round, because once the fresh beans are not available any more, stores carry the frozen ones that are equally good. And sometimes I sub the beans with the chickpeas.
You might add some other summer veggies, too, like bell peppers, and to get most of the flavour, roast them in the oven first, just like the tomatoes, cut into smaller pieces, with herbs and olive oil.

Summer Pasta and Fagioli (Pasta with beans)

* 300 g fresh borlotti beans (or frozen)
* 1 potato
* 1 onion
* 1 carrot
* 1 stalk of cellery
* 1 clove of garlic
* 1 bay leaf
* extra virgin olive oil
* 150 g small size pasta (e.g. ditalini)
* about 15 cherry tomatoes

Remove the beans from the pods (if using frozen ones, no need to thaw them) and put them in a pot. Add the chopped potato, carrot, cellery and onion, as well as garlic clove and bay leaf. Add about 1,5 liters water and bring to a boil. Lower the heat to meadium and cook covered for about 1 hour or until the beans are tender. Add salt and pepper to your taste, but only towards the end.
In the meantime, cut the tomatoes in half and put them on a baking tin, cut side up. Salt and sprinkle with herbs (thyme, basil, herbs of Provance, or whatever you prefer), drizzle with olive oil and roast them in the oven preheated to 200?C for about 20 minutes.
Take them out of the oven, and when they've cooled a little peel the skin and chop them. Add the tomatoes to the soup.
When the beans are cooked, remove the bay leaf, and pass?about half ?of the beans and vegetables through a food mill (no blender or food processor). ?Put them back to the pot with the whole beans.
Add the pasta you cooked al dente in another pot, cook everything together shortly and it's ready to be served. This dish can be served hot, warm or cold. It can be prepared ahead and refrigerated, but add the pasta only when ready to serve.
Add a drizzle of olive oil to each plate.


Pasta e fagioli estiva


* 300 g fagioli borlotti freschi o surgelati
* 1 patata
* 1 cipolla
* 1 carota
* 1 gambo di sedano
* 1 spicchio d'aglio
* 1 foglia di alloro
* olio extra vergine d'oliva
* 150 g pasta corta (per esempio ditalini)
* circa 15 pomodorini?

Sgranate i fagioli e metteteli in una pentola, aggiungendo la carota, la patata, la cipolla e il sedano tagliati grossolanamente, l'aglio e l'alloro. Versate nella pentola circa 1,5 l di acqua e 2 cucchiai di olio EVO.
Portate a bollore, e continuate a cuocere coperto a fuoco medio per circa un'ora. Salate e pepate verso fine cottura.
Nel frattempo tagliate i pomodorini a met? e sistemateli su una placca da forno con il lato tagliato verso l'alto. Salateli e cospargete con delle erbe fresche o secche (timo, basilico, erbe di Provenza...), irrorate con un po' di olio e infornate per 20 minuti a 200?C. Toglietele dal forno, aspettate che si raffreddino un po' e poi pelatele e tagliate a pezzettini.?
Aggiungete i pomodori alla zuppa.?
Quando i fagioli sono cotti, prelevatene circa met? (insieme alle verdure), togliendo prima l'alloro, e passateli al passaverdure. Rimettete i fagioli passati nella pentola, aggiungete la pasta cotta a parte, lasciate insaporire tutto per un paio di minuti.
Potete servirla calda, tiepida o anche fredda. La zuppa da sola (senza pasta) pu? essere conservata in frigorifero.
Nel momento di servirla, aggiungere un filo d'olio direttamente nel piatto.

* 15-ak zrelih cherry raj?ica

O?istite grah i stavite ga u lonac. Dodajte o?i??ene i krupno narezane luk, krumpir, mrkvu i celer, ?e?njak i lovor. Prelijte sve s oko 1, 5 l vode, dodajte 2 ?lice maslinovog ulja.
Stavite kuhati, kad provrije, smanjite vatru na srednje jaku i kuhajte oko 1 sat, dok grah nije kuhan, povremeno mije?aju?i. Pred kraj posolite i popaprite po ukusu. Ako ispari previ?e vode ili volite da je rje?e, dodajte u kuhanju jo? vode.
U me?uvremenu prere?ite raj?ice na pola (odstranite dio sjemenki), stavite ih na pleh oblo?en papirom za pe?enje, pospite s malo maslinovog ulja i za?inskim biljem po ?elji (mje?avina provansalskog bilja, ili timijan, bosiljak i dr.). Stavite pe?i raj?ice na 200?C oko 20-ak minuta. Pe?enim raj?icama odstranite ko?u i nare?ite ih sitno no?em ili ih kratko smrvite ?tapnim mikserom.
Kad je grah kuhan, izvadite otprilike polovicu, a ostatak propasirajte (odstranite lovor). Pomije?ajte opet sve, dodajte raj?ice i skuhanu tjesteninu. Kratko sve zajedno prokuhajte. Poslu?ite toplo, mlako ili hladno, i po ?elji dodajte jo? malo maslinovog ulja izravno u tanjur.

Former IRS commissioner heads to Hill amid scandal

(AP) ? Lawmakers are getting their first chance to question the former head of the Internal Revenue Service, the man who ran the agency when agents were improperly targeting tea party groups.

Some of the questions on Tuesday will be direct: What did you know, and when did you know it?

They also want to know why former IRS Commissioner Douglas Shulman didn't tell Congress that agents had been singling out conservative political groups for additional scrutiny when they applied for tax-exempt status ? even after he was briefed.

Shulman, who was appointed by President George W. Bush, left the IRS in November when his five-year term ended. He could prove to be a significant player in a scandal that has driven the Obama administration to distraction. Shulman is testifying before the Senate Finance Committee, which has launched a bipartisan investigation into the matter.

On Monday, the White House revealed that chief of staff Denis McDonough and other senior presidential advisers knew in late April that an upcoming inspector general's report was likely to find that IRS employees had inappropriately targeted conservative political groups.

The White House says McDonough and the other advisers did not tell President Barack Obama about the impending report, leaving him to learn the results from news reports on May 10. White House press secretary Jay Carney said Obama was comfortable with the fact that "some matters are not appropriate to convey to him, and this is one of them."

A Treasury official also disclosed Monday that the department told the White House twice in late April about IRS plans to address the targeting publicly, including during congressional testimony and a possible speech by Lois Lerner, the head of the IRS division that oversees tax-exempt groups. White House deputy chief of staff Mark Childress and Treasury chief of staff Mark Patterson were in communication on the matter, as were lawyers at the White House and Treasury.

However, the official said Treasury did not tell the White House about Lerner's eventual decision to apologize for the targeting at a conference on May 10. The official was not authorized to discuss the matter publicly and insisted on anonymity.

The IRS is an independent agency within the Treasury Department. Because of that independent status, the official said Treasury deferred to the IRS in its decision about how to make the targeting public.

A new poll by the Pew Research Center says 42 percent of adults think the Obama administration was involved in targeting conservative groups. Thirty-one percent said the decision was made by IRS employees, while the rest said they didn't know.

On Monday, the panel's top two members raised questions about the agency's rationale for why agents targeted conservative groups in the first place. IRS officials have said the agency was facing a large increase in the number of applications for tax-exempt status, so agents adopted inappropriate shortcuts to identify groups that may be involved in political activity.

But at the time when agents started targeting conservative groups, the number of applications was relatively flat, according to a report by the agency's inspector general.

Committee Chairman Max Baucus, D-Mont., and Utah Sen. Orrin Hatch, the ranking Republican, sent a letter to the agency Monday, asking for an explanation. The letter included 41 separate requests for information. They gave the IRS until May 31 to respond.

The two senators said the IRS had not been forthcoming about the issue in the past.

"Targeting applicants for tax-exempt status using political labels threatens to undermine the public's trust in the IRS," Baucus and Hatch wrote. "Lack of candor in advising the Senate of this practice is equally troubling."

For more than a year, from 2011 through the 2012 election, members of Congress repeatedly asked Shulman about complaints from tea party groups that they were being harassed by the IRS.

Shulman's responses, usually relayed by a deputy, did not acknowledge that agents had ever targeted tea party groups for special scrutiny. At a congressional hearing March 22, 2012, Shulman was adamant in his denials.

"There's absolutely no targeting. This is the kind of back and forth that happens to people" who apply for tax-exempt status, Shulman said at the House Ways and Means subcommittee hearing.

The IRS has said Shulman did not know about the targeting at the time of the hearing.

The agency's inspector general says he told Shulman on May 30, 2012, that his office was auditing the way applications for tax-exempt status were being handled, in part because of complaints from conservative groups. However, the inspector general, J. Russell George, said he did not reveal the results of his investigation.

George was also testifying at Tuesday's hearing. So was Steven Miller, who took over as acting commissioner in November, when Shulman's term expired. Last week, Obama forced Miller to resign.

George issued a report last week blaming ineffective management for allowing agents to inappropriately target conservative groups for more than 18 months during the 2010 and 2012 elections.

The agents were trying to determine whether the groups were engaged in political activity. Certain tax-exempt groups are allowed to engage in politics, but politics cannot be their primary mission. It is up to the IRS to make the determination, so agents are supposed to look for clues when reviewing applications for tax-exempt status.

In March 2010, agents starting singling out groups with "Tea Party" or "Patriots" on their applications. By August 2010, it was part of the written criteria for identifying groups that required more scrutiny, according to George's report.

Agents did not flag similar progressive or liberal labels, though some liberal groups received additional scrutiny because their applications were singled out for other reasons, the report said.

Digital appetites: what are consumers doing online?

Plenty of news circulates over the amount of internet services available in Ireland and around the world, with 65% of the country already?benefiting?from broadband services. What you don?t often hear about is how our appetites are changing when it comes to what we?re doing online ? until now that is.

According to research by Sky Ireland, consumer trends are showing distinct shifts as the ability to go online covers more of the country and becomes more autonomous. For those interested in targeting these markets more effectively using the latest information, here are some of the trends which Sky Broadband Ireland identified:

1. Email access

It may be a surprising first entry but the number of internet users accessing their emails is a market which is often foolishly overlooked. According to Sky Ireland, more than two fifths of those surveyed (44.2%) even log on to email accounts using portable devices so that they can check new messages whilst commuting to and from work.

Commuters have also swapped the traditional newspaper for online copies. According to the survey 51% of Irish commuters read the news online using their smartphone or tablet ? changing the environment of local buses, trains and public transport permanently.

2. Social networking

An inclusion which was no doubt expected, social networking also featured highly on the to-do list of individuals using the internet whilst commuting. Just under half (49.4%) admit that they log on to social networks whilst travelling,?emphasising?just how important it has become to stay online throughout our day.

Social media networks have achieved increasing levels of popularity since their inception with even recruitment processes now taking social networking activities into account when hiring new employees.

Elsewhere in the business world, social seeding which publishes links to stories and online content via social platforms has also taken off, becoming a vital part of most modern business strategies which aim to make the most of current technologies and services. Digital brand awareness has also been pushed by social networks which now include almost as many individual users as they do companies, firms of organisations. The purpose of this is to extend influence and with so many people logging on whilst on the move, the benefits of getting online are more than evident.

3. Digital content

Not everything we do online occurs immediately though and the consumption of digital content in Ireland is claimed to make the most of the services at our disposal. Speaking on behalf of Sky Ireland and their research, Mark Anderson, their Director of Sales and Marketing, explained that many customers download content using their home broadband services and then watch it later, using their internet-enabled mobile devices to do so.

Commenting on the situation, Anderson explained that the brand expects ?our digital diet [to] feature more media meshing as time goes on? and this means that live streaming and this ?save it for later? approach will be combined together to ensure customers have the best access to internet services.

China's MeituKiss phone boasts dual 8MP cameras, wants to be a girl's best friend

Today we have a message for Oppo, Zopo, Vivo and Spice: 5-megapixel front-facing cameras are so yesterday for phones. Launched by Meitu, the developer behind the popular Chinese camera app Meitu Xiuxiu, the MeituKiss phone challenges the aforementioned brands with not one but two 8-megapixel f/2.2 cameras -- one on each side of the phone. The company makes it rather obvious that this Android 4.2 device -- available in pink or white -- is solely targeted at ladies, who in the Far East have a habit of taking self-portrait shots on the regular. So naturally, the MeituKiss does face beautification as well.

For CN¥2,199 or about $360, the rest of the specs aren't too shabby, either. The 9.3mm-thick phone comes with a 4.5-inch, 720p gapless IPS display, a 1.2GHz quad-core MediaTek MT6589 SoC, a removable 1,800mAh battery, 8GB of built-in storage and microSD expansion. As for radios, you get the usual WiFi, GPS and Bluetooth 4.0, but there's only WCDMA 2100 for 3G. We're just as baffled by the fact that the MeituKiss can only capture video at up to 720p only, especially since each of the Sony sensors here has its own Fujitsu ISP. Regardless, pre-order starts today for the first lot of 18,888 units, followed by a full launch on June 6th should you miss the first round.

A Kentucky-based ad agency came up with a high-concept platform that will take native advertising to the next level, putting ads in untapped real estate that consumers interact with every day: beards.?

"I think it's the next big thing," agency Cornett-IMS's Whit Hiler told Business Insider. "Everybody loves beards."

Half joke, half genius, the scheme pays men with facial hair $5 a day to walk around with a mini ad in their beards.

And A&W has actually signed up as a business partner.

Considering that Green Day was one of many companies to buy ad space on Japanese girls' temporarily tattooed thighs?and many consumers sold body space for real tattoos of now-bust dot com businesses' URLS, beardvertising isn't that strange of a concept.

Hiler told us that the campaign isn't limited to Kentucky, but will be exported "anywhere that there were epic beards willing to host these little 'beardboards.'"

While this platform does serve a promotional piece, Hiler told BI, "We're getting a ton of emails from guys with epic beards that want to host beardboards and we're?actually in talks with some brands that want to be Beardvertisers. I think we'll probably be seeing some?beardboards in the wild before too long."

Goldberg said. ?The point is that there are people on the left who will not acknowledge that Benghazi is a big story, and there are people on the right who, if Barack Obama came up with a cure for cancer, wouldn?t give him credit for it. And, by the way, I mean that literally.?

Unfortunately for Goldberg, the mainstream media has largely not treated the Republican narrative on Benghazi as credible, and on Tuesday CNN debunked the only major ?scoop? in the investigation so far regarding the item that Republicans are crying scandal over: the administration?s talking points about the attack.

An email written by former Deputy National Security Adviser for Strategic Communications Ben Rhodes was cited by ABC News last Friday as proof the administration?s talking points were changed to protect the president?s political interests. However, CNN reported Tuesday that the email was mischaracterized, and Rhodes? communication indicated nothing of the sort.

Feds Seize Assets of World's Largest Bitcoin Exchange

The problems keep coming for Mt. Gox, the world's biggest Bitcoin exchange. Just days after Gawker revealed a key business partnership had devolved into a $75 million lawsuit, the Department of Homeland Security seized a payment processing account belonging to the company, alleging it lied on financial documents.

According to a warrant issued Tuesday by the U.S. District Court of Maryland, the DHS seized Mt. Gox's account with payments processing service Dwolla after an agent discovered that Mt. Gox did not properly register as a money services company when opening a U.S. bank account in 2011.

Iowa-based Dwolla was an easier way for Americans to exchange cash for bitcoins through Mt. Gox without having to wire money to the company, which is Japanese-based and has struggled to establish an American base. But an affidavit by Homeland Security Investigations Special Agent Michael McFarland alleges that Mt. Gox has been using Dwolla to run an "unlicensed money transmitting business" through a U.S. subsidiary called Mutum Sigillum LLC. This is a federal crime punishable by up to five years in prison.

The warrant alleges Mt. Gox CEO Mark Karpeles failed to disclose that he ran a money transmitting business when opening a bank account with Wells Fargo in the name of Mutum Sigillum, a Delaware company he set up to facilitate Mt. Gox's Dwolla payments. The application asked several questions including "Do you deal in or exchange currency for your customer?" and "Does your business accept funds from customers and send the funds based on customers' instructions?" to which Karpeles responded no.

However, Mutum Sigillum did function as a money transmitter, according to the warrant. Mt. Gox wired money to the Mutum Sigillum's Wells Fargo account from Japan, which was used to pay customers who cashed out through Dwolla. An informant exchanged Bitcoins to dollars on Mt Gox through Dwolla, and bank records showed the transfer was done through Mutum Sigillum.

Money transmitting services are required to register with the Department of Treasury's Financial Crimes Enforcement Network (FinCen), which Mt. Gox has not done. The seizure comes just weeks after FinCen issued new guidelines suggesting certain Bitcoin-related operations qualified as money services and had to be registered. Mt. Gox had negotiated a much-hyped partnership with CoinLab, a start-up that has registered with FinCen, to handle its U.S. transactions, but that fell apart when CoinLab sued Mt. Gox for $75 million for breach of contract.

Mt. Gox has not issued a statement on the allegations, but this latest scandal makes one wonder exactly how shady Mt. Gox, which originally started as an exchange site for Magic The Gathering Cards, is. The company has recently been touting a huge effort to conform to international regulations and transform into a legit business. "We are the leader," Mt. Gox marketing director Gonzague Gay-Bouchery told The Verge, "We have a huge responsibility to do things by the books."

The fact their CEO potentially faces five years in prison for lying suggests otherwise. Fancy Latin name aside, the barely-functioning website of Mutum Sigillum does not seem a very promising backbone on which to build the new Bitcoin Global World Economic Order, especially as Feds seem intent on cracking down on the illicit use of the currency.

J.J. Abrams: I was never a huge fan of 'Star Trek'

The second "Star Trek" film from director J.J. Abrams will open in theaters Friday, and there's good news for those who are curious about the film but don't necessarily count themselves as fans of the franchise. "Star Trek Into Darkness" works as a standalone.

"You don't need to have seen the other films (or) the original TV show," Abrams insisted during a Monday morning visit to TODAY.

The truth is, the director sympathizes with those who didn't get into the "Star Trek" action earlier. After all, it took making the films to turn him into a fan.

" 'Star Trek' I was never a huge fan of, actually, growing up," he confessed. "But I came to love it working on it."

As for Abrams' next big project, directing another highly anticipated sci-fi sequel, "Star Wars: Episode 7," it won't take any work to warm up to that one.

" 'Star Wars' is something I really did love as a kid," he shared.

Fans and non-fans alike can catch "Star Trek Into Darkness" on May 17. Those waiting for "Star Wars: Episode 7" will have to keep waiting until 2015.

Barbara Walters to announce retirement on "The View," says ABC

(Reuters) - Pioneering journalist Barbara Walters, the first woman to co-anchor a U.S. evening news program, plans to announce her retirement on "The View" on Monday, the host network ABC said.

In an entertainment blog posting on Sunday, the network said Walters, 83, would announce on Monday on "The View," the all-women talk show she created in 1997, that she would retire from television journalism next summer.

"Until then, she will continue to anchor and report for ABC News, appear on 'The View,' and anchor specials throughout the year," the blog stated, noting that Walters would remain an executive producer of the show.

"I am very happy with my decision and look forward to a wonderful and special year ahead both on ?The View' and with ABC News," the blog quoted her as saying. "I created ?The View' and am delighted it will last beyond my leaving it."

ABC sources said in March that, after more than five decades as a prominent figure on U.S. television, Walters planned to retire in May 2014.

Walters had open heart surgery in 2010. She fainted, hit her head and suffered a concussion in January, and was then diagnosed with chicken pox, causing her to miss more than a month of work.

She is best known as one of the top interviewers on U.S. television, counting an array of world leaders as subjects, including Cuba's Fidel Castro, Britain's Margaret Thatcher, Saddam Hussein of Iraq and every U.S. president since Richard Nixon.

Walters got her start in television journalism in 1961 as a writer on NBC's "Today," a show she would later become the first woman to co-host.

In 1976, she became the first woman to co-anchor a television evening news broadcast on any U.S. network for "ABC Evening News." Walters has also worked as a producer and host of the ABC news magazine "20/20" and as a correspondent for ABC News.

ABC is a unit of Walt Disney Co.

Detroit emergency manager says city 'clearly insolvent'

(Reuters) - Michigan's biggest city is "clearly insolvent" and needs to restructure its debt and renegotiate its labor contracts to address its problems, Detroit's emergency financial manager said on Monday.

Emergency Financial Manager Kevyn Orr in a report issued online presented a sweeping review of Detroit's problems, from gaping budget deficits to a crushing debt load to abandoned homes and broken streetlights.

Orr, a corporate bankruptcy expert, said he still believes he can fix Detroit finances without filing for bankruptcy. But when asked at a news conference, he said the option is still on the table.

"We can achieve what we have to achieve without going in. If we can't, then we have to" file for bankruptcy, he said.

In his first report as Detroit's emergency manager, Orr said Detroit is far from fixing the problems that caused Gov. Rick Snyder to appoint him as emergency manager in mid-March.

"The City of Detroit continues to incur expenditures in excess of revenues despite cost reductions and proceeds from long?term debt issuances," Orr wrote. "In other words, Detroit spends more than it takes in - it is clearly insolvent on a cash flow basis."

Legal experts indicated the declaration of insolvency is important, because the city cannot make a bankruptcy filing without an official declaration of insolvency.

Some matters will press on Orr immediately. For example, investors who hold $377 million in interest-rate swap contracts obtained the right to demand immediate payment the moment Gov. Rick Snyder appointed Orr to the job, Orr disclosed.

Detroit had only $64 million in cash on hand and current obligations of $226 million on April 26, 2013, a negative net cash position of $162 million, the report said.

James Spiotto, an expert in municipal restructuring and partner at Chapman and Cutler in Chicago, said Orr drew a bleak picture, but bankruptcy could be avoided with cooperation between the city and state.

"Obviously, there is an urgency, but it's not time to panic," Spiotto said. "You need a sustainable, affordable recovery plan."

Operating expenditures have exceeded revenues by about $100 million a year since 2008, Orr's report found. The city had an accumulated $326.6 million unrestricted deficit. Detroit is projected to add an additional $60 million to the accumulated deficit by the time the current fiscal year ends June 30.

Payments of Detroit's long-term debt are eating up nearly 20 percent of Detroit's budget, and Orr is looking to renegotiate or restructure Detroit's $8.65 billion in long-term debt.

He may reschedule payments, reduce the principal, renegotiate interest rates or issue new debt guaranteeing bondholders payment on Detroit's existing obligations.

Patrick O'Keefe, chief executive and founder of turnaround specialists O'Keefe and Associates Consulting LLC, based in the Detroit suburb of Bloomfield Hills, said the city's financial weakness gives it negotiating leverage with the holders of the swap contracts.

"My guess is they (Detroit) don't have the money so they are not that worried," O'Keefe said. "It's a little bit like fighting the ugly kid in the school yard in that he can't get any uglier."

Pension payments to city workers represent another drain on the city's finances. Detroit will make $31 million in pension payments this year, but will defer another $108 million. Orr said a city task force is reviewing actuarial assumptions Detroit uses to estimate its obligations.

The city also has $5.7 billion in unfunded retiree benefit obligations, more than previous estimates, the report found. To catch up on pension and health benefits to retirees, the city would need to spend $339 million, about a third of its fiscal 2013 revenues, Orr estimated.

All told, Detroit has liabilities totaling $9.4 billion in debts from special revenue bonds, revolving loans, pension obligations and other financial instruments.

"Debt service payments place a significant strain on the city's budget," the report said.

New York City, Philadelphia and Cleveland avoided bankruptcy courts with loans and grants designed to keep the cities afloat while a long-term recovery plan was in the works.

At investment firm BlackRock in New York, Orr's report was seen as a summary of information that the market already knew.

"The identification of these items are still far from the resolution of these items, and that is ultimately what has to take place here", said Peter Hayes, head of BlackRock's municipal bonds group, which has $114 billion in assets under management.

Labor is among the city's largest challenges. Noting that state law authorized him to "reject, modify or terminate" any of the city's 48 collective bargaining agreements, Orr said he was considering all options.

"This power will be exercised, if necessary or desirable, with the knowledge and understanding that many City employees already have absorbed wage and benefit reductions," the report said.

The report also noted that a review of police, fire and other emergency services was ongoing and that Detroit's "infrastructure and public safety fleet are aged and decrepit, which, in turn, increases the City's operating and repair costs and decreases its productivity."

Both the police and fire departments are in need of restructuring, Orr found.

Orr's report also noted that changes to the city's charter and legislation may be required to reduce bureaucracy and improve operations.

Agent Orange tied to aggressive prostate cancer risk

NEW YORK (Reuters Health) - Men who were exposed to Agent Orange chemicals used during the Vietnam War are at higher risk for life-threatening prostate cancer than unexposed veterans, researchers have found.

What's more, those who served where the herbicide was used were diagnosed with cancer about five years earlier than other men, on average, in the new study.

"This is a very, very strong predictor of lethal cancer," said urologist Dr. Mark Garzotto, who worked on the study at the Portland Veterans Affairs Medical Center in Oregon.

"If you're a person who's otherwise healthy and you've been exposed to Agent Orange, that has important implications for whether you should be screened or not screened," he told Reuters Health.

But one researcher not involved in the new study said it's hard to take much away from it, given the imprecise way it measured exposure.

Agent Orange - named after the giant orange drums in which the chemicals were stored - was used by the U.S. military to destroy foliage, mainly in southern Vietnam. The herbicide was often contaminated with a type of dioxin, a potently carcinogenic chemical.

The Vietnam Red Cross Society has estimated that up to one million Vietnamese suffered disabilities or health problems as a result of Agent Orange, including children born with birth defects years after their parents were exposed.

Past research has also suggested that U.S. veterans who served where Agent Orange was used are at an increased risk of lymphoma and certain other cancers, including prostate cancer.

For the new study, researchers wanted to see whether exposure was more closely linked to slow-growing prostate cancers or aggressive tumors.

They analyzed medical records belonging to 2,720 veterans who were referred to the Portland VA for a prostate biopsy. About one in 13 of those men had been exposed to Agent Orange during the Vietnam War, according to their VA intake interviews.

One third of all men in the study were diagnosed with prostate cancer, about half of which were high-grade cancers - the more aggressive and fast-growing type.

When the researchers took men's age, race, weight and family history of cancer into account, they found those with Agent Orange exposure were 52 percent more likely than unexposed men to have any form of prostate cancer.

Separating out different types of tumors showed the herbicide was not linked to an increased risk of slower-growing, low-grade cancer. But it was tied to a 75 percent higher risk of being diagnosed with aggressive prostate cancer, the study team reported Monday in the journal Cancer.

"The increase in the rate of cancers was almost exclusively driven by the potentially lethal cancers," said Garzotto, also from Oregon Health & Science University.

More research is needed to figure out exactly why that is, he said. In the meantime, Garzotto said veterans who were exposed to Agent Orange should discuss that with their doctors.

But Dr. Arnold Schecter, from the University of Texas School of Public Health's Environmental and Occupational Health Sciences Program in Dallas, said there's a "big problem" with just asking veterans if they were exposed to Agent Orange or served in an area where it was sprayed.

"Of those most heavily exposed in the military as best we know, only a relatively small percentage of them had elevated dioxin from Agent Orange in their blood when tested by (the U.S. Centers for Disease Control and Prevention)," he told Reuters Health.

Schecter said that in Vietnam, people who have high levels of that type of dioxin in their blood live in places where the chemical has become integrated into the food supply - or were sprayed directly with Agent Orange.

Another researcher who has studied the effects of Agent Orange agreed that not having blood dioxin levels is a drawback, but said the findings are consistent with past research and general thinking about the chemical.

"Almost all studies have implicated that men with Agent Orange (exposure) either have higher-grade prostate cancer or a more aggressive clinical course," said Dr. Gregory Merrick, head of Wheeling Hospital's Schiffler Cancer Center in West Virginia, who also wasn't involved in the new research.

But, he added, as long as men are getting into the VA system and getting regular evaluations and treatment for cancer, Agent Orange exposure "is not a death sentence by any means."

Serena Williams squeaks into Madrid semifinals

MADRID (AP) ? Top-ranked Serena Williams outlasted Anabel Medina Garrigues 6-3, 0-6, 7-5 to reach the Madrid Open semifinals on Friday.

Williams appeared to wear down against the scrappy Spaniard on the red clay court. After getting blanked in the second set, she fell behind 4-2 in the third.

But the defending champion rallied to break Medina Garrigues' serve twice to move on.

"It was definitely a battle," Williams said. "I obviously didn't do much in the second set and gave her confidence to play better."

Second-seeded Maria Sharapova played Kaia Kanepi in a late quarterfinal at the Caja Magica.

Williams' entertaining match against an opponent she had rightly described as a "grinder" the day before took several momentum swings.

The 63rd-ranked Medina Garrigues has 10 career clay-court titles ? the most of any active player ? and her footwork and hustle against Williams showed why.

Williams was ahead 2-0 in the third set and with two break chances to take firm control of the match, but Medina Garrigues ran off four straight points to hold serve and soon enough the upset looked to be in the works.

But Williams regained command of her groundstrokes and a deep drive forced Medina Garrigues into an error on her return and lose serve.

The American then used another powerful shot to break Medina Garrigues again before holding serve at love to close out the match.

Williams said she was still at a loss as to why she lost concentration in that second set, which she considered "a reference for what not to do."

"I just wasn't really into it, my feet weren't moving," she said. "To change it I got up early (before the third set) and did some high knees, some stretching, anything I could to get my intensity back up to where it needs to be."

Williams improved her record to 29-2 on the year.

Also later, Rafael Nadal and Andy Murray had quarterfinal matches.

The best part of the sports media world is the press releases. You can get some pretty weird ones because sports media really can involve anything as long as someone participating in it is sports-related. I've gotten offers to bet on a horse with Eddie Olczyk, see any number of movies, and see any number of huge boxing matches featuring fighters I've never heard of. This is not one of those days, however.

Coming up next week are what TV people know as "the Upfronts." They're probably a lot more well known in the age of the internet and the expansion of news about the television business. All the networks present all of their new and returning fall programs for the advertisers. This is usually the time when you find out if Community or Parks and Recreation have been renewed.

Not just the big broadcast networks have them. Cable, too. I'll be attending ESPN's on Tuesday. Adult Swim even has one, and one of their new series stars one of the legendary... we'll call them characters of sports. The late night programming block has ordered a show called Mike Tyson Mysteries, and yeah, it's pretty much what the title spells out.

In the new animated comedy series Mike Tyson Mysteries, Mike Tyson is taking the fight from the boxing ring to the streets... by solving mysteries! Armed with a magical tattoo on his face and a trusty associate by his side - a talking pigeon - if you have a problem that needs solving, Iron Mike is in your corner. The series incorporates live-action appearances featuring Mighty Mike himself, and the gloves come off as the former heavyweight champ and his fowl-mouthed partner gear up for weekly adventures as they put unsolved mysteries - like how to defeat a super computer at chess or why a famous author/werewolf can't finish his novel - down for the count. Animated quarter-hour from Warner Bros Animation.

So, if you've ever wanted to watch Mike Tyson solve mysteries for about 15 minutes a week, you are in luck my friend. The show will premiere at some point during the 2013-14 season. Though it's probably already premiered long ago, in some cough syrup-induced dream you had.

Nokia's New Portable Charger Is Oddly Irresistible

It's normally quite hard to get excited about portable chargers. But, somehow, Nokia has managed to make one that's... strangely irresistible.

The DC-18 is a neat little primary color cuboid packed full of electrons. In fact, it looks a little like the live tiles that Nokia's Lumias sport on their screens?helped along by the fact that the battery status indicator sits on the front of the thing like a little icon itself.

MicroRNA cooperation mutes breast cancer oncogenes

A University of Colorado Cancer Center study recently published in the journal Cell Death & Disease shows that turning up a few microRNAs a little may offer as much anti-breast-cancer activity as turning up one microRNA a lot ? and without the unwanted side effects.

It's a bit like the classic thought experiment known as the "tumor problem" formulated by Karl Dunker in 1945 and used frequently in the problem-solving literature: Imagine a person suffers from a malignant tumor in the center of her body. Radiation strong enough to kill the tumor kills any healthy tissue through which it passes. Without operating or killing healthy tissue, how can a doctor use radiation to kill the tumor?

The answer is to target the tumor from many angles ? many weak rays of radiation pass harmlessly through healthy tissue, but their combined power at the point of the tumor is enough to kill it.

In the present study, CU Cancer Center investigators used "weak" induction of multiple microRNAs that combined from many angles to regulate the known breast cancer oncogenes erbB2/erbB3 (the "tumor") without regulating non-target genes (the "healthy tissue").

"Imagine you have a microRNA that regulates genes A and B. Then you have another microRNA that regulates genes B and C. You amplify each microRNA to a degree that doesn't effect gene A or C, but their combined effect regulates gene B," says Bolin Liu, MD, assistant professor in the Department of Pathology at the University of Colorado School of Medicine.

microRNA is an attractive target in cancer therapy ? more microRNA can lead to less gene expression, turning down or off the oncogenes that cause cancer. However, to get the desired effect on gene expression frequently requires enhancing microRNA expression 100- or 1,000-fold (or more). And the induced microRNA likely has other genetic targets ? it will turn down other genes as well as the oncogene, sometimes with unfortunate consequences.

"The current study showed that two microRNAs enhanced only 3-to-6 times their natural expression could cooperate to regulate an oncogene that had previously only been affected by a microRNA enhanced by many, many times this amount," Liu says.

Specifically, the group's work shows that no one alone, but any two of the three microRNAs that regulate erbB2/erbB3 expression can affect the levels of proteins produced by the genes. These are miR-125a, miR-15b, and miR-205, which act in concert to regulate the expression of erbB2/erbB3, which are cancer-causing products of the oncogenes.

But in general, the group's novel technique could have implications far past erbB2/erbB3, allowing researchers and eventually doctors to mute the genes they want to mute without also dampening the expression of genes regulated by only one or only the other microRNA partner.

Israel releases top Muslim cleric in the Holy Land

JERUSALEM (AP) ? Israeli police detained the top Muslim cleric in the Holy Land Wednesday in a rare crackdown on a leading religious figure, questioning him for several hours before releasing him without charge.

Later in the day, in the Gaza Strip, an influential Muslim cleric from Qatar received a hero's welcome in a high-profile visit that deepened the bitter division between Gaza's hardline Islamist rulers and the West Bank's Western-backed Palestinian leaders.

The detention of the mufti of Jerusalem, which followed recent unrest at a disputed holy site in Jerusalem, drew harsh condemnation from Palestinian leaders and neighboring Jordan and threatened to complicate U.S. Secretary of State John Kerry's latest effort to restart Mideast peace talks.

Police spokesman Micky Rosenfeld said mufti Mohammed Hussein was questioned for six hours in connection to "recent disturbances" on a hilltop compound in Jerusalem's Old City that is revered by Jews and Muslims. This included "incitement, disturbances and public disorder."

Hussein was released without being charged, Rosenfeld said. He did not elaborate, but another Israeli official said the Muslim cleric was issued a warning and told to lower tensions a day after Muslim worshippers threw rocks and chairs at tourists visiting the hilltop compound that houses the Al Aqsa Mosque.

The Israeli official spoke on condition of anonymity because he was not authorized to discuss the matter with the media. Hussein, who was appointed mufti in 2006, could not be reached for comment.

The compound is one of the region's most sensitive sites. It is revered by Jews as the Temple Mount, built above the ruins of the two biblical Jewish Temples. Muslims call it the Haram as-Sharif, or Noble Sanctuary. It is home to the Al Aqsa Mosque, the third holiest site in Islam, from which Muslims believe their Prophet Muhammad ascended to heaven. The iconic gold-topped Dome of the Rock sits next to the mosque.

The conflicting claims to the site lie at the heart of the Arab-Israeli conflict, and any acts seen as upsetting the delicate status quo risk setting off violence. Palestinians see visits by Israelis at the site as a provocation. Israeli steps to quell Palestinian disturbances there have led to riots in the past.

The mufti of Jerusalem is the top cleric in charge of Jerusalem's Islamic holy places, including the Al Aqsa compound. Hussein's predecessor, Ekrima Sabri, was detained for several hours in 2002, at the height of the Palestinian uprising against Israel, on suspicion of incitement for suicide attacks.

Hussein has been known as a relative moderate, with close ties to the Palestinian Authority in the West Bank. While Jordan, which controlled east Jerusalem before Israel captured it in 1967, remains the custodial authority over the Al Aqsa compound, the Palestinians appoint the mufti.

Palestinian President Mahmoud Abbas, who appointed Hussein, condemned his detention. "Arresting the mufti is a stark challenge to the freedom of worship," Abbas said in a statement released by the official Palestinian news agency Wafa.

The Jordanian foreign ministry also denounced the detention, and legislators demanded the kingdom's envoy be recalled from Tel Aviv.

The detention was a blow to Kerry's efforts to restart peace talks, which have been stalled since late 2008. The Palestinians have refused to negotiate while Israel builds settlements in the West Bank and east Jerusalem. The Palestinians claim both areas, captured by Israel in the 1967 Mideast war, as parts of a future independent state and say settlement construction must halt.

Kerry has been shuttling between the Israeli and Palestinian sides in recent weeks in hopes of finding a formula to restart talks. In Rome, he was meeting the chief Israeli negotiator, Tzipi Livni.

The incident occurred as Israelis marked Jerusalem Day, which commemorates the anniversary of Israel's capture of east Jerusalem. The city's eastern sector is home to the Old City, where key Jewish, Muslim and Christian holy sites are located.

About 300 Palestinians gathered for a Jerusalem Day protest waving Palestinian flags and scuffling with dozens of Israeli protesters. Israeli police spokesman Rosenfeld said police arrested 10 Palestinians for gathering in an illegal demonstration and causing public disorder.

There was heavy police presence to guard Jerusalem Day marchers in the parade scheduled to go past a Palestinian area of the Old City.

In the Gaza Strip Wednesday, influential Muslim cleric Yusuf al-Qaradawi arrived for his first visit to Gaza as a top cleric, making one of the most high-profile visits to the Palestinian territory since the Islamic group Hamas seized control in 2007.

Al-Qaradawi is a prominent scholar and Qatar-based cleric who is widely respected in the Muslim world, and his visit emboldens Hamas. Visits by leading figures have been rare in Hamas-run Gaza, and al-Qaradawi's trip is expected to help break the diplomatic isolation that Gaza has been under through years of blockades enforced by Israel and Egypt.

The emir of the Gulf state Qatar visited last year, and Turkey's Prime Minister Recep Tayyip Erdogan has announced his intention to visit later this month, despite a U.S. plea that he delay the trip so as not to harm efforts to broker a reconciliation between Turkey and Israel.

Prime Minister Ismail Haniyeh kissed al-Qaradawi's right hand upon his arrival, calling him "the grand imam of modern Islam and the grand imam of the Arab spring." Hundreds of Hamas supporters waved to his passing convoy.

"It is a great moment for me to meet with you, the people of Palestine, and all the components of Gaza society," al-Qaradawi said in a speech at a welcoming ceremony. But he also acknowledged that he was being hosted by just one part of what is a divided Palestinian society, saying that he hoped to meet with "all Palestinians" on his next visit.

On, Thursday he was scheduled to talk with Haniyeh and Hamas cabinet ministers, attend a demonstration for Palestinian prisoners in Israeli jails, visit the home of Hamas cleric Ahmed Yassin, who was assassinated in a 2004 Israeli airstrike, and address a public rally.

The rival Palestinian Authority government in the West Bank was angered by the visit, claiming it served to strengthen the Palestinians' bitter political division.

"Any visit that carries a political significance, that acknowledges the legitimacy of Hamas in Gaza, is considered harmful and against the interest of the Palestinian people," said Mahmoud Al Habash, minister of religious affairs in the West Bank.

There were mixed reactions to the cleric's visit in Gaza.

Palestinian faction leaders affiliated with the West Bank Palestinian leaders' secular Fatah party as well as heads of civil society groups refused to participate in al-Qaradawi's welcome reception. Among other things, they objected to what they said was the cleric's support of U.S. involvement in the Libyan uprising and the Syrian civil war.

"After he was rejected in most Arab countries for blessing the U.S. intervention in Libya and Syria ... it seems that this man is coming to Gaza to clean his record and seek indulgences," Gaza political analyst Ibrahim Abrash wrote on his blog.

Also Wednesday, Israel released two Palestinian prisoners of the Islamic Jihad militant group who were waging three-month long hunger strikes in Israeli custody. An Associated Press photographer witnessed Tarik Qadan, 40, and Jafar Izzideen, 47, being released from custody. They reached a deal with Israel by which their six-month detention would not be renewed. Israel's army said the release was for humanitarian reasons.
